Jobs rebranded as apprenticeships, government report warns

Ministers have been presented with a series of concerns that threaten to "undermine" the government's £1.4bn apprenticeships policy, including claims that public money is paying for the re-badging of existing jobs into apprenticeships at supermarkets, a leaked document seen by the Guardian shows.
